POSITION, FUNCTION, DUTIES AND POWERS

          Article 1. Location and function

1. The Department of Agriculture and Rural Development is a specialized agency under the Provincial People's Committee , performing the function of advising and assisting the Provincial People's Committee in state management of: Agriculture ; forestry; salt industry; fisheries; irrigation; natural disaster prevention and control rural development; quality and food safety of agricultural, forestry, fishery and salt products; public services in the agriculture and rural development sector according to the provisions of law.

2. The Department of Agriculture and Rural Development (hereinafter referred to as the Department) has  legal status, its own seal and account, is under the direction and management of  the  Provincial People's Committee ,  and is also subject to the direction, guidance, inspection and examination of the expertise and profession of the Ministry of Agriculture and Rural Development.

Article 2. Duties and powers

          1. Submit to the Provincial People's Committee:

a) Draft decisions of the Provincial People's Committee related to areas under the management of the Department and other documents assigned by the  Provincial People's Committee;

b) Draft plans, programs, projects, proposals, and measures to organize the implementation of tasks on agriculture and rural development within the scope of management of the Department in the province;

c) Draft decision on decentralization and delegation of state management tasks in the field of agriculture and rural development to the Department and People's Committees at district level according to regulations;

d) Draft decisions regulating the functions, tasks, powers and organizational structure of the Department and its branches; draft decisions on the establishment, reorganization and dissolution of public service units under the Department in accordance with the provisions of law;

d) Draft decision on implementing socialization of public service provision activities in the field of agriculture and rural development under the authority of the Provincial People's Committee and according to the decentralization of superior state agencies.

2. Submit to the Chairman of the Provincial People's Committee:

a) Draft documents under the authority of the Chairman of the Provincial People's Committee to issue as assigned;

b) Draft decision stipulating the functions, tasks, powers and organizational structure of public service units under the Department;

c) Draft regulations on management, coordination of work and reporting regime of provincial-level agricultural and rural development organizations located at district level with the People's Committee at district level; professional and technical staff of agricultural and rural development working at commune level with the People's Committee at commune level.

3. Organize the implementation of legal documents, strategies, planning, plans, programs, projects, national standards, national technical regulations, economic and technical norms in the field of agriculture and rural development decided and approved by competent authorities; disseminate information, guide, inspect, and monitor the implementation of laws in the fields under assigned state management.

4.  On cultivation and plant protection:

a)  Advise and submit to the Provincial People's Committee to promulgate according to its authority or submit to competent authorities: Plan to convert crop structure suitable to the locality, crop structure on rice-growing land in the area; local crop development plan; policies to support production, trade, and use of plant varieties, fertilizers, and pesticides; plan to prevent harmful organisms and quarantine domestic plants;

b) Assist the Provincial  People's Committee in directing the implementation of seed structure, crop season, cultivation techniques, harvesting, preservation, and processing of  agricultural products; building and organizing the implementation of areas free of harmful organisms in the area; organizing disease prevention and control, implementing measures to protect production when plant pests occur; collecting statistics and assessing damage caused by diseases; implementing policies to support stabilizing life and restoring production; organizing the collection of used pesticide packages; building a database on crop production activities in the province and updating the national database system on crop production; building a database on plant protection and quarantine;

c) Guide  and inspect the implementation of crop cultivation activities; develop crop production areas  and produce safe agricultural products and food in the province; organize the implementation of plans to use, protect and improve the fertility  of agricultural land, prevent erosion, desertification  and  landslides; issue crop area codes  in the province according to the provisions of law;

d) Guide and organize the implementation of domestic plant quarantine in the province according to regulations;

d) Organize the collection  , storage, conservation and exploitation of plant genetic resources; manage plant varieties fertilizers pesticides and  other materials serving agricultural production according to the provisions of law ;

e) Manage and use local reserves of plant varieties, pesticides and materials and goods in the field of cultivation in the province  after  being approved by the Provincial People's Committee;

g) Guide and organize the development of good agricultural practices (VietGAP) models in agriculture.

5.  Regarding animal husbandry and veterinary medicine:

a) Advise and submit to the Provincial People's Committee to promulgate according to its authority or submit to competent authorities: Strategies and plans for livestock development, regulations on local livestock density; decisions of the Provincial  People's Council on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed; decisions on areas for raising swiftlets and support policies when relocating livestock facilities out of areas where livestock farming is not allowed; policies on support, production, trade, and use of veterinary drugs; regulations, policies, and instructions on slaughtering activities, control of animal slaughter, and veterinary hygiene inspection; plans for prevention and control of animal diseases; programs for monitoring, controlling, and eliminating animal diseases, and building areas and facilities safe from animal diseases;

b) Assist the Provincial People's Committee in directing the construction and organization of animal disease-safe zones and facilities, livestock breeding, production, processing of animal feed ,  concentrated  animal slaughter, preliminary processing, processing of products of animal origin associated with waste treatment and environmental protection; statistics and assessment of damage caused by animal diseases; implementation of policies to support the stabilization of life, restoration of livestock farming and aquaculture after animal diseases; building databases, updating data, exploiting and managing national databases on livestock; databases on animal disease surveillance and information on forecasting and warning of animal diseases in the locality;

c) Guide and inspect the implementation of livestock and veterinary activities in the province according to the provisions of law;

d) Guide and organize the implementation of domestic quarantine of animals and animal products in the province; quarantine of animals and animal products exported, imported, temporarily imported for re-export, transferred from border gates, bonded warehouses, and transited through Vietnamese territory when authorized in accordance with the provisions of law;

d) Organize the collection, storage, conservation and exploitation of livestock genetic resources; manage livestock breeds; manage animal feed and other materials in the field of animal husbandry and veterinary medicine according to the provisions of law;

e) Manage and use local reserves of veterinary drugs, supplies and goods in the field of animal husbandry and veterinary medicine in the province after approval by the Provincial People's Committee;

g) Perform management tasks on controlling animal slaughter, preliminary processing, processing of animals and animal products; veterinary hygiene inspection; veterinary practice; veterinary medicine management according to the provisions of law;

h) State inspection of the quality of imported animal feed after customs clearance, animal feed produced and circulated domestically in the province; inspection of conditions, assessment and supervision of maintenance of conditions of animal feed production facilities; supervision of destruction of animal feed violating quality in the province according to the provisions of law; inspection of animal husbandry conditions of medium-sized and small-sized farms; assessment and supervision of maintenance of animal husbandry conditions  of  large -sized farms according to the provisions of law.

6.  On forestry:

a) Advise and submit to the Provincial People's Committee to promulgate under its authority or submit to competent authorities: programs and projects for sustainable forestry development in the locality; policies on changing forest types, changing forest use purposes to other purposes; classifying forests, demarcating forest boundaries; deciding on forest allocation, forest lease, changing forest types; deciding on changing forest use purposes to other purposes, forest recovery; alternative forest planting plans when changing forest use purposes to other purposes; deciding on forest price frameworks in the locality; deciding on the establishment of special-use forests and protection forests in the locality; deciding on the closure and opening of natural forests in the locality according to regulations; reporting on the management and use of the Provincial Forest Protection and Development Fund ; plans to mobilize forces, materials, means, and equipment of organizations, households, and individuals in the province to respond to emergency forest fires under the authority of the Provincial People's Committee;

b) Assist the Provincial People's Committee in organizing propaganda, dissemination, education, and monitoring of forestry law enforcement; organizing forest  investigation, forest inventory, and monitoring forest developments; updating databases and forest management records in the locality; forest protection; nature conservation and biodiversity in all types of forests; forest fire prevention and fighting; prevention and control of forest pests; forest development; forest use; forest product exploitation; organizing forestry production associated with processing and trading of forest products in the locality;

c) Organize the implementation of legal documents on forestry, forestry development strategies, forestry planning; programs, plans, projects, and proposals on forestry according to the decisions of the  Provincial People's Committee ;

d) Fully perform the functions and tasks of local forest rangers according to the provisions of law;

d) Provide guidance and inspection on combined forestry, agricultural and fishery production in forests according to the provisions of law in the province;

e) Guide and inspect the implementation of national regulations, standards, and national technical regulations on forestry; recognize mother trees,  parent  trees , parent tree gardens, seed gardens, and seed forests in the province; develop plans, measures, direct, and inspect  the production of forestry plant varieties and the use of forestry materials; synthesize, update, and publicly announce the list of recognized or derecognized sources of forestry plant varieties; plant forests ; nurture forests; enrich forests; improve natural forests and protect and regenerate forests; process and preserve forest products; prevent and control forest diseases; prevent and fight forest fires;

g) Organize appraisal and submit to competent authorities for approval of sustainable forest management plans, ecotourism, resort and entertainment projects in special-use and protective forests under local management, design and estimate forestry projects according to regulations of law;

h) Advise and assist the Provincial People's Committee in   directing , guiding and inspecting the implementation of the policy on payment for forest environmental services in the locality; direct, guide and inspect the planting of forests, protection of special-use forests and protective forests; develop scattered forestry trees according to regulations;

i) Guide and inspect the implementation of regulations on responsibilities of district-level People's Committees, commune-level People's Committees and forest owners in forest management  , protection, forest fire prevention and fighting in the locality, coordinate and mobilize forces and means of organizations and individuals in the area in forest protection, forest fire prevention and fighting, forest product management, nature conservation and biodiversity in all types of forests.

7.  About the salt industry:

a) Advise and submit to the Provincial People's Committee to promulgate under its authority or submit to competent authorities: Mechanisms , policies, plans, programs, projects, and projects for the development of local salt production;

b) Assist the Provincial People's Committee in directing and organizing salt production and processing locally;

c) Guide and inspect the production, processing and preservation of salt and salt products locally; implement national technical regulations and standards on quality, food hygiene and safety, labor safety and environment of salt production, processing and trading establishments (excluding salt used in the medical field).

8.  About seafood:

a) Advise and submit to the Provincial People's Committee to issue according to its authority or submit to competent authorities: Decision on the establishment of national-level marine conservation areas with areas under its management; plan for the protection and development of aquatic resources in the province according to regulations; decision on recognition and assignment of management rights in the protection of aquatic resources in areas under the management of two or more districts; decision on the establishment of the Provincial Fund for the protection and development of aquatic resources; regulations on supplementing occupations, fishing gears, and prohibited areas for aquatic exploitation not yet included in the list according to the provisions of law; quotas for aquatic exploitation licenses, allowable output by species in coastal and offshore areas under its management;

b) Advise and submit to the Provincial People's Committee for licensing of aquaculture at sea; participate and coordinate in the assignment and recovery of assigned sea areas for aquaculture according to the provisions of law;

c) Assist the Provincial People's Committee in directing and organizing the management of fisheries activities in the area; organizing the production and exploitation of fisheries; managing marine reserves and fisheries resource protection areas; organizing the investigation and assessment of fisheries resources and the habitat of aquatic species by topic and commercial fisheries in the province; organizing the implementation of activities to regenerate fisheries resources and restore the habitat of aquatic species; investigating and identifying additional fisheries resource protection areas; guiding and inspecting the management of fisheries resources and aquatic ecosystems in special-use forests, protective forests, wetland conservation areas, aquaculture, and fisheries exploitation; building a database on fisheries in the province and updating the national database system on fisheries;

d) Manage aquatic breeds, aquatic feed, and aquaculture environmental treatment products; supervise testing activities of aquatic feed and aquaculture environmental treatment products monitor and  warn  about  the environment in aquaculture areas prevent and control aquatic diseases according to law;

d) Submit to the Provincial People's Committee on the organization and operation of the local fisheries control force, equip fisheries control ships and boats, weapons, support tools, specialized vehicles, uniforms, badges, ranks, and flags for fisheries control according to the provisions of law. Organize patrols, control, detection, and handling of violations of fisheries laws in the area under management according to regulations;

e) Fully perform the functions and tasks of local fisheries inspection according to the provisions of law;

g) Manage fishing vessels, public fishing vessels, fishing ports, and storm shelters for fishing vessels according to decentralization and legal regulations; conduct inspections, checks, and control of compliance with legal regulations on aquatic resource exploitation, protection of aquatic resources, food safety on fishing vessels, at fishing ports, environmental protection, fire and explosion prevention and fighting at fishing ports; manage, exploit, and use provincial fishing vessel monitoring data  process fishing vessel monitoring data for fishing vessels with a maximum length of 15 meters to less than 24 meters; collect, synthesize, and report data on aquatic products through fishing ports according to regulations;

h) Manage coastal and offshore fisheries exploitation and inland fisheries exploitation in the province according to regulations;

i) Organize the implementation of food safety control at wholesale seafood markets in the province; manage the purchase, sale, preliminary processing, processing, preservation, export and import of seafood and seafood products in the province  according  to regulations.

9.  About irrigation:

a) Advise and submit to the Provincial People's Committee to issue under its authority or submit to competent authorities: Decisions to approve and announce the results of basic irrigation surveys, operating procedures for irrigation works under its management in the province; decisions to assign management organizations or decentralize the management of irrigation works and rural clean water supply works in the province according to the provisions of law; specify the scope of the surrounding area, plans to set up boundary markers for the protection of irrigation works; approve or decentralize the approval of plans to protect dams, reservoirs, and other irrigation works under its management authority in the province  plans to mobilize forces, materials, and means to protect irrigation works  when  incidents occur or are at risk of occurring; scale of intra-field irrigation; investment costs for construction, management, exploitation, and protection of irrigation works and rural clean water supply works managed by localities;

b) Preside over and coordinate with relevant local agencies and units to advise and submit to the  Provincial  People's Committee to report to the Provincial People's Council  to approve prices and approve specific prices of irrigation products and services according to the provisions of law;

c) Take the lead in developing plans for developing irrigation networks and rural clean water supply in accordance with the law; organize the implementation of the Irrigation Development Strategy, contents related to irrigation and rural clean water supply in provincial planning, irrigation planning and national sector planning in accordance with the law;

d) Guide and inspect the implementation of legal regulations and regulations of the Provincial People's Committee on decentralization of management of reservoirs, irrigation works, and rural clean water supply works in the province; guide and inspect the construction, exploitation, use and protection of reservoirs, irrigation works, and rural clean water supply works in the province  under  the tasks of the Provincial People's Committee; organize the implementation of the National Strategy on clean water supply and rural sanitation in the area according to the decentralization of the Provincial People's Committee;

d) Receive and manage records and licenses for activities within the protection scope of irrigation works under the management authority of  the Provincial People's Committee  in the area; organize the management of irrigation infrastructure assets, rural clean water infrastructure assets, statistics, construction and management of irrigation databases according to the provisions of law and assignment of the Provincial People's Committee;

e) Guide and inspect the implementation of state management regulations on management, exploitation, protection and safety assurance of irrigation works and rural clean water supply works; coordinate the management of wastewater discharge into irrigation works under the province's management;

g) Guide and inspect irrigation, drainage and water supply work for agricultural production in the province according to regulations;

h) Monitor, supervise, and observe the sedimentation and erosion of irrigation works; guide and manage the organization of the implementation of comprehensive, economical, safe, and effective exploitation and use of water resources from irrigation works; guide and inspect the management, operation, and regulation of water resources of irrigation systems; ensure the supply of clean water for daily life in the implementation of prevention, control, and overcoming of consequences of drought, water shortage, saline intrusion, desertification, flooding, and waterlogging in the province; organize monitoring, forecasting, and warning of drought, saline intrusion, flooding, waterlogging, quantity, and quality of water in the irrigation system in the province;

i) Preside over the development and submission to the Provincial People's Committee of mechanisms, policies, and implementation guidelines on the development of small-scale irrigation, intra-field irrigation, advanced irrigation, water saving; and clean water supply in rural areas in  the  province in accordance with the provisions of law.

10.  On natural disaster prevention and control :

a) Advise and submit to the Provincial People's Committee to promulgate according to its authority or submit to competent authorities: Plans for natural disaster prevention and control, plans for investment in construction of local natural disaster prevention and control works as assigned; standards and norms for materials, means and specialized equipment for natural disaster prevention and control decisions on organization of construction, management, exploitation and use of databases, monitoring, tracking and supervision systems specialized for natural disaster prevention and control; decisions to approve and announce the  results of basic surveys on natural disaster prevention and control in the province; decisions to declare  emergency situations regarding  natural disasters as assigned by the Provincial People's Committee; decisions on specialized forces for dike management, People's dike management forces regimes and policies for People's dike management forces , patrol and guard forces for dikes; licensing for activities related to dikes; Use of river banks, sandbanks, and islands related to flood drainage and dikes; approval of construction and renovation of traffic works related to dikes;

b) Guide and inspect the implementation of flood prevention and control planning for diked rivers , dike planning and flood prevention and control plans for diked rivers, plans for developing dike systems in provincial planning, investing in construction, repair, upgrading and solidification, maintenance and repair of dikes, managing and ensuring dike safety as assigned or authorized by the Provincial People's Committee;

c) Guide and organize the assessment of the current status of dikes, identify key weak points of dikes; inspect the construction and implementation of dike protection plans, dike protection work, and ensure dike safety; synthesize and manage information and data on dikes within the province;

d) Guide and inspect the investment in construction, maintenance, operation and protection of natural disaster prevention and control works in the province according to the provisions of law and assignment of the Provincial People's Committee;

d) Disseminate and popularize the content of ensuring requirements for natural disaster prevention and control in the management, operation  and use of mineral exploitation areas and other natural resource exploitation areas; urban areas; tourist attractions, tourist areas; industrial zones; historical relic areas; rural residential areas and works;

e) Perform tasks as prescribed by law on marking the boundary of the protection area of ​​dike works; develop plans and measures to relocate works and houses related to the protection area of ​​dike works and river banks as prescribed.

11.  On rural development:

a) Advise and submit to the Provincial People's Committee to promulgate according to its authority or submit to competent authorities: Mechanisms , policies, measures to encourage rural development; development of agricultural farm economy, collective economy, cooperatives and linkages in production and consumption of agricultural products; economic restructuring plan and rural development program; agricultural mechanical development policy  ; organization of production to develop concentrated agricultural, forestry, fishery and salt production areas development  of synchronous mechanization in  agricultural production and agricultural product processing  ; development of rural occupations; preservation and development of traditional occupations; development of handicrafts; training and dissemination of public policies in agriculture; vocational training in agriculture for rural workers;

b) Guide, inspect and organize the implementation of regulations on assignment and decentralization of appraisal of programs and projects related to the development of household economy, agricultural farm economy, cooperative economy, cooperative groups, cooperatives, and cooperative unions in the agricultural sector; linking production and consumption of agricultural, forestry, fishery and salt products; developing concentrated agricultural, forestry, fishery and salt raw material areas; developing synchronous mechanization in agricultural production and agricultural product processing; developing rural occupations; agricultural insurance preserving  and developing rural occupations and craft villages; training agricultural workers according to regulations; arranging population  and migrating and resettling in rural areas; monitoring and synthesizing reports to the Provincial People's Committee on rural development in the area;

c) Guide and inspect the implementation of work to eliminate plants containing addictive substances; sedentarization; population arrangement and migration and resettlement in rural areas in association with criteria to achieve new rural standards;

d) Organize the implementation of programs, projects or components of programs, projects on hunger eradication, poverty reduction and rural social security; action program on no hunger; agricultural insurance; new rural construction; construction of residential areas; construction of rural infrastructure as assigned or authorized by the Provincial People's Committee and regulations of law;

d) Guide and inspect programs and projects for construction of rural infrastructure works in the province according to assignment and regulations of specialized laws.

12.  Regarding processing and market development of agricultural, forestry, aquatic and salt products:

a) Guide and inspect the implementation of planning, programs, mechanisms and policies for the development of the processing sector associated with production and markets of industries under the state management of the Department;

b) Guide , inspect and evaluate the development of processing and preservation for agricultural, forestry, fishery and salt products;

c) Carry out information collection analysis, forecasting of  market  situation , market development programs, trade promotion of agricultural, forestry, fishery and salt products under the management of the Department;

d) Preside over and coordinate with relevant agencies to organize trade promotion activities for agricultural, forestry, aquatic  and salt products.

13.  Regarding the quality and safety of agricultural, forestry, aquatic and salt products:

a) Provide guidance and inspection on the quality and food safety of agricultural, forestry, aquatic and salt products in the province according to the provisions of law; provide guidance, organize appraisal and certification of food safety conditions for establishments producing and trading agricultural, forestry, aquatic and salt products within the assigned scope in the  province ;

b) Collect, evaluate and classify conditions for ensuring quality and food safety of establishments producing and trading agricultural, forestry, aquatic and salt products; synthesize reports on assessment results and classify establishments producing and trading agricultural materials according to regulations;

c) Implement food safety monitoring programs, risk assessment and traceability, investigate causes of food insecurity within the assigned scope in the province according to regulations;

d) Inspect  trace, recall and handle unsafe food according to the instructions of specialized management agencies and regulations of law;

d) Manage conformity certification and conformity  declaration activities within the scope of  management  according to the provisions of law;

e) Manage testing activities, organize the provision of public services on quality and food safety of agricultural, forestry, fishery products and salt according to the provisions of law ;

g) Manage food safety for agricultural logistics areas and centers, wholesale markets and agricultural auction markets in the area as assigned by the Provincial People's Committee.

14. Advise and assist the  Provincial  People's Committee in performing state management of agricultural extension activities in the province according to the provisions of law.

15. Advise and assist the Provincial People's Committee in performing state management of organic agriculture, circular agriculture, ecological agriculture, smart agriculture, high-tech agriculture, industrial agriculture, service agriculture, green growth, and sharing economy in the province according to the provisions of law.

16. Develop and  guide the implementation of environmental protection measures  in  agricultural, forestry, salt production, fishery and  rural development  activities in the locality; guide and inspect the implementation of tasks of conservation and sustainable development of biodiversity in agriculture, forestry and fishery according to the provisions of law.

17. Organize and take responsibility for appraisal, inspection, registration, issuance, re-issuance, extension, revocation of licenses, certificates, confirmations, recognition decisions, and  practice certificates  under the management scope of the Department according to the provisions of law, assignment and authorization of the Provincial People's Committee and guidance of the Ministry of Agriculture and Rural Development.

18. Build an information system, store documents on agriculture and rural development; organize statistical work on changes in agricultural land, forestry land, salt land, forest changes, aquaculture water surface and other information, storage and statistical activities to serve the management requirements of the agriculture and rural development sector according to regulations.

19. Perform specialized construction investment management tasks according to the provisions of law; guide, inspect, supervise, and evaluate the implementation of projects and build development models for agriculture, forestry, fisheries, irrigation, rural clean water supply, dykes, natural disaster prevention and control, salt industry, and rural development in the province; be responsible for implementing assigned programs and projects.

20. Carry out international cooperation in areas under the management of the Department and as assigned or authorized by the Provincial People's Committee and as prescribed by law.

21. Guide the implementation of the autonomy mechanism for public service units; manage the operations of public service units within the scope of the sector, the field of agriculture and rural development according to the provisions of law; be responsible for public services organized and implemented by the Department.

22. Advise and assist the Provincial People's Committee in directing, guiding and inspecting enterprises, collective economic organizations, private economic organizations, associations and non-governmental organizations operating  in the field of agriculture and rural development in accordance with the provisions of law.

23. Exercise the rights, responsibilities and obligations of the state owner according to the assignment and decentralization of the Provincial People's Committee for single-member limited liability companies owned by the state and the state capital invested in other enterprises according to the provisions of law.

24. Provide professional and technical guidance to the Department of Agriculture and Rural Development under the District People's Committee, the Department of Economics under the People's Committee of the town or city; professional titles under the Commune People's Committee and inspect the implementation of management regulations, coordination of work, and reporting regime of provincial-level agricultural and rural development organizations located at the district level with the District People's Committee; professional and technical staff of the agriculture and rural development sector working at the commune level with the Commune People's Committee.

25. Organize research and application of scientific, technical and technological advances in agricultural production and rural development in the province; submit to the Provincial People's Committee proposals and orders for scientific and technological tasks in the fields under the management of the Department according to the provisions of law.

26. Inspect, examine, receive citizens, resolve complaints and denunciations; prevent and combat corruption and negativity; practice thrift, combat waste and handle violations of the law within the scope of management of the Department according to the provisions of law or decentralization and authorization of the Provincial People's Committee.

27. Implement digital transformation in agriculture and rural development according to regulations.

28. Perform the tasks of the standing agency on natural disaster prevention and control; forest protection and development; new rural construction; clean water and rural environmental sanitation; combating desertification; managing the trade of wild, endangered and rare animals and plants; preventing and controlling epidemics in agriculture, forestry and fishery in the province and other standing tasks as assigned by the Provincial People's Committee and regulations of law.

29. Implement administrative reform programs in areas under the management of the Department according to regulations.

30. Regulate the working relationships of units under the Department according to the general instructions of the Ministry of Agriculture and Rural Development and regulations of the Provincial People's Committee.

31. Manage the organizational structure, civil servant payroll, civil servant rank structure, job positions, staff structure according to professional titles and the number of employees in public service units; implement salary regimes and policies, treatment regimes, training, fostering, rewards, and disciplines for civil servants, public employees and workers under the scope of management according to the provisions of law and assignment or authorization of the Provincial People's Committee .

Organize training and fostering of civil servants, public employees and non-professional cadres of communes, wards and towns to do management work on agriculture and rural development according to regulations of the Provincial People's Committee and the Ministry of Agriculture and Rural Development.

32. Manage and be responsible for assigned finances and assets according to the provisions of law and the assignment and decentralization of the  Provincial People's Committee .

33. Carry out information work, periodically or suddenly report on the implementation of assigned tasks according to regulations of the Provincial People's Committee and the Ministry of Agriculture and Rural Development.

34. Perform other tasks assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee and in accordance with the provisions of law.
