ORGANIZATIONAL STRUCTURE, STAFFING AND NUMBER OF EMPLOYEES

1. Organizational structure

1. Department leaders

a)  The Department of Agriculture and Rural Development has a Director and  Deputy Directors.

b)  The Director of the Department is the head of the Department, responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee and before the law for performing the functions, tasks, and powers of the Department and the work assigned or authorized by the Provincial People's Committee and the Chairman of the Provincial People's Committee; performing the functions and tasks of the Director of the Department as prescribed in Article 7 of Decree No.  24/2014/ND-CP  dated April 4, 2014 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities.

c)  The Deputy Director of the Department is the person who assists the Director of the Department in performing one or several specific tasks assigned by the Director of the Department and is responsible to the Director of the Department and before the law for performing the assigned tasks. When the Director of the Department is absent, a Deputy Director of the Department is authorized by the Director of the Department to manage the activities of the Department .

d)  The appointment of the Director and Deputy Directors of the Department shall be decided by the Chairman of the Provincial People's Committee in accordance with the provisions of law. The Deputy Director of the Department shall not concurrently hold the position of head of an organization or unit under or directly under the Department, unless otherwise provided for The dismissal, transfer, rotation, commendation, discipline, resignation, retirement and implementation of regimes and policies for the Director and Deputy Directors of the Department shall be decided by the Chairman of the Provincial People's Committee in accordance with the provisions of law.

5. Other organizations under the Department

Other organizations and units (extra-budgetary financial funds; Project Management Boards operating for a limited period of time) under the Department of Agriculture and Rural Development are established and operate according to specialized management regulations of the Central Government, to perform a number of specific tasks, considered and decided to be established by the Chairman of the Provincial People's Committee based on the proposal of the Director of the Department of Agriculture and Rural Development and the Director of the Department of Home Affairs .

2. Staffing and number of employees

1. The number of civil servants in organizations and administrative agencies and the number of employees in public service units under the Department of Agriculture and Rural Development are assigned based on job positions associated with functions, tasks, and scope of activities and are assigned or approved by competent authorities.

2. The assignment of work to civil servants and public employees of the Department of Agriculture and Rural Development must be based on job positions, rank structure, title standards, qualities, capacities, and strengths of civil servants and public employees according to regulations.
